AGI - La Commissione Ue ha inflitto una maxi multa complessiva da 890 milioni di euro a Google per violazioni del Digital Markets Act (Dma), accertate nel periodo marzo 2024 - dicembre 2025. Si tratta della multa più alta mai comminata per la violazione del Dma. Nel 2025, Apple era stata sanzionata per 500 milioni di euro.

Bruxelles contesta al gruppo di aver favorito i propri servizi nei risultati di Google Ricerca e di aver limitato la possibilità per gli sviluppatori di indirizzare gli utenti verso canali di acquisto alternativi al di fuori di Google Play (steering). Nel primo caso, Google è stata multata per 430 milioni di euro per aver impedito agli sviluppatori di app di promuovere offerte e concludere contratti con gli utenti su siti web o app store alternativi. Nel secondo, una multa da 460 milioni di euro riguarda la preferenza accordata ai propri servizi di ricerca verticale - come voli e hotel - rispetto a quelli dei concorrenti, con un impatto diretto sulla visibilità nei risultati di ricerca. La decisione rileva che dare una maggiore visibilità ai propri servizi equivale a un trattamento preferenziale dei servizi di Google, il che è in violazione del Dma.
Le ragioni della sanzione e l'adeguamento del colosso 
L'obiettivo di questo intervento è garantire che i servizi di terze parti, che presentano offerte altrettanto valide di quelle di Google e che non sono inferiori in termini di contenuto e sostanza, abbiano una possibilità equa di essere trovati dagli utenti, e che gli utenti ottengano il miglior risultato disponibile sul motore di ricerca di Google, e non solo il servizio di proprietà di Google.

La Commissione ordina a Google di porre fine all'inadempimento e di garantire un trattamento equo e non discriminatorio ai servizi di terzi, oltre a consentire agli sviluppatori di comunicare liberamente, promuovere offerte e stipulare contratti anche al di fuori del Play Store. Google ha 60 giorni per conformarsi, pena sanzioni periodiche fino al 5% del fatturato globale.

Bruxelles, nella decisione odierna, riconosce che Google ha già avviato la sperimentazione di modifiche alla presentazione dei propri servizi su Google Ricerca e alle condizioni applicate agli sviluppatori, ma precisa che tali interventi saranno valutati alla luce dell'ordine di cessazione. Le multe sono state calcolate tenendo conto della gravità e della durata delle violazioni.

In the second, a fine of €460 million relates to the preference given to its own vertical search services – such as flights and hotels – compared to those of competitors, directly impacting visibility in search results. The decision notes that giving greater prominence to its own services constitutes preferential treatment of Google’s services, which is a violation of the DMA.

Reasons for the Sanction and the Colossus' Adaptation
The goal of this intervention is to ensure that third-party services, which offer equally valid offers to those of Google and are not inferior in terms of content and substance, have a fair chance of being found by users, and that users obtain the best available result on Google’s search engine, and not just Google’s proprietary service.

The Commission orders Google to cease non-compliance and ensure fair and non-discriminatory treatment of third-party services, as well as allowing developers to communicate freely, promote offers and enter into contracts outside the Play Store. Google has 60 days to comply, otherwise penalties will be imposed up to 5% of global turnover periodically.

Brussels, in today’s decision, recognizes that Google has already begun experimenting with modifications to the presentation of its services on Google Search and the conditions applied to developers, but specifies that these interventions will be evaluated in light of the order to cease operations. The fines were calculated taking into account the seriousness and duration of the violations.
